Solar on many houses falls under permitted development, but that is not universal, and it does not apply in the same way to listed buildings or within conservation areas. Nobody should tell you whether you need permission without knowing the specific property's status.

What usually helps

All-black panels, in-roof mounting, and siting the array on a rear or otherwise concealed slope. Reducing visibility from the public highway is generally the thing that matters most.
